Login Guide for The Processing of E-Planning Permit

This part of the guide is for applicants who wish to complete payments online through Debit Card, Internet Banking, POS, etc.


Stage 1: Registration on e- Planning Permit Portal

  1. Go to the planning permit website.
  2. Register with an email address and other relevant personal details. Log in if you already have an account.
    • The system will create your account, and you will receive an email confirmation link.
  3. Confirm your account and log in
    • The system generates your Dashboard.

Stage 2: 1st Screening.

  1. Click on Start New Screening.
    • An Instruction Page pops up.
  2. Read the instructions and click "I agree" to continue and "disagree" to discontinue.
    • Pre-Screen Form pops up for completion of application details and site location.
  3. Complete and Submit
    • Reference/Screening No. (IKJ/ePPID/2016/2) is generated
  4. Click on "uploading of documents".
  5. Upload Architectural Drawings, Title Document & Survey Plan.
  6. Click "submit".


Stage 3: Part-Payment

  1. Make a part-payment.
    • You will receive notification to pay N10,000:00 (Ten Thousand Naira only) as part of the processing fee.
    • You will get a Screening Number and Mpay Reference Number by email to use when paying the fee.
    • Click on “Proceed to make Payment” through Debit Card, Internet Banking, or POS.
  2. Select Bank or use Credit /Debit Card to pay and click ‘Continue".
  3. Complete the Payment Form with relevant details. Then, click "Continue" to pay using your Mpay Reference Number (from your email). You can pay via Internet Banking, POS Terminal or at Bank Branch.

Stage 4: Payment Validation

  1. Enter your Mpay Reference Number and click on "Validate".
    • Lagos State Government Electronic Banking System (EBS)-RCM Platform pops up showing: Personal Information, Revenue Details, Payment Details, Revenue Code, etc.
    • The system generates Lagos State Government Treasury Receipt after you pay.
  2. View Application on the platform, then click on "Continue to Confirm Payment".
  3. Input Screening Number and Receipt Number to confirm Part Payment and click "Submit".

Stage 5: Site Inspection

  1. Check email for notification of:
    • Successful payment of part of the processing fee
    • Successful documents screening or comments for amendment
    • Invitation for site inspection
    • Request for the upload of Engineering Drawings (where necessary) and other documents. That is after a successful site inspection and Architectural Drawing screening.

Stage 6: 2nd Screening.

  1. Upload Structural Drawings (for 2Floors & above), Mechanical & Electrical Drawings (for 4 Floors & above) and other relevant documents for screening where applicable.
  2. After a successful screening of all Engineering details and other relevant documents, you will receive notification of successful screening or comments for amendment.

Stage 7: Post-Screening Process - Balance Payment and Application Form

  1. Check the mail for:
    • Successful site inspection notice.
    • Notice of successful screening of all drawing or comments for amendment.
    • If no additional comments, a request for Payment of Balance of Assessment Fee (after deduction of the part processing fee of N10,000.00K).
  1. Upload amended drawings and documents.
  2. Click or login on the payment portal displayed on the mail http://mpay.ebsrcm.com/mpay/lasg/home with your Mpay Reference Number to pay the balance on the processing fee.
  3. Log-in to the EPP portal -epp.lagosstate.gov.ng to confirm your payment.
  4. Click "Confirm Payment", enter the Receipt Number and click "Submit".
    • An Application Form is enabled for you to fill as required.
  1. Complete Application Form.
  2. Applicant can check email and Dashboard for the status of Application (Stages) regularly.
  3. You will receive updates on the progress at the end of each stage of the application process.

Stage 8: Collection of Permit

  1. Check email for notification of Permit collection.
  2. Print Permit Notification Letter and with 6 Sets of Screened Architectural, Structural, Mechanical and Electrical Drawings duly signed and sealed by Relevant Professionals as applicable for endorsement.



MANUALLY SCREENED APPLICATION LOGIN PROCEDURES

This part of the guide is for applicants who wish to pay with cash through manual non-electronic channels.

Stage 1: Applicant Register on e- Planning Permit Portal

  1. Go to epp.lagosstate.gov.ng
  2. Click on "register" and input Personal Details, including an email address (or login with registered password on subsequent visits).
  3. The system creates an account for you, and you will receive a link to confirm your email.
  4. Confirm your account and log on to the platform.
  5. The system generates your Dashboard.


Stage 2: Application Stage

  1. Upload drawings and Supporting Documents.
  2. Enter payment details from offline cash payment and click on "confirm" for re-Confirmation of payment.
  3. If payment is confirmed, an application form pops up for you to complete and submit.
  4. A Registration Number is Auto-Generated, and a notification sent to your mailbox.
  5. If payment is not confirmed, a notice to make an additional assessment is sent to you to make payment.

Stage 3: Additional Payment of Assessment where necessary

  1. After making all additional payment, log in to the platform and enter payment details accordingly.
  2. Once payment is confirmed, an application form pops up for you to complete and submit.
  3. You will receive an auto-generated Registration email.

Stage 4: Collection of Permit

  1. Check email for notification of Permit collection.
  2. Print Permit Notification Letter and six (6) Sets of Screened Architectural, Structural, Mechanical and Electrical Drawings (duly signed and sealed by Relevant Professionals as applicable) for endorsement.
